Allowing File Downloads via the Registry

If the Security Tab in IE under Tools / Internet options has been disabled, or removed from view by the IT group, can you allow file downloads with a registry tweak? I still have an old image on my machine, but the new images being put on seem to have removed the Security Tab from Tools / Internet options. I can therefore currently get to my settings, but in the future possibly won't be able to do so, and that kinda bugs me.

I've had a trawl through the registry and have found a branch entitled File Downloads:-

SO
Download
File Downloads
Allow
Deny
Download
Font Downloads
Allow
Deny

I then tried changing the settings via the Tools / Internet Options / Security Tab to Disable and Enable respectively, and was thinking I would see something change in the registry settings somewhere that I could repeat manually if they remove that tab from Internet options. Trouble is I didn't see anything change - What am I missing, or how can I do this?
