allowing client to install software after joining domain 1

I would like to have a workstation allowed to install software on his or her own workstation using there login and not the admin one. I am new to servers so please give a step by step way to do this. This is a server 2000 and xp workstations.

At that pc you add the user to the local pc administrator group or power user group.
