Allowing a user access to create entries in the Global address list

Is it possible to allow a user permissions to add contacts to the global address list ?

We have a number of contacts which we email regulary, so we want to be able to enter the names of these contacts and then click check names and it then picks it up straight away.

If it can't be done this way can anyone recommend another way of doing this ?
 
You would have to create a OU (say Public Contacts) in Active Directory that all domain users would have permissions to "Create Contact Objects". They would also need sufficient rights in Exchange to "mail enable" the account.
