Allow users to install local printers

I thought Id find this in gpedit.msc but I must be blind. Im downloading drivers for a user to install their home printer on a work laptop but when they run the "Add Printer" wizard, they are only allowed to install network printers and not local ones. How can I give this user full rights to install local printers?
 
I assume the users are logging into a domain. Is there a group policy that would prevent local printers from installing?

This should not matter but is there a user account on the local machine with admin or power user credentials?

There is a local admin but the user will be running it from home and I dont want them to have the admin password. I thought there was a way to grant a user the specific right?

And yes, domain gpo is preventing local printers.
 
You could create a local user account - perhaps the same username as the domain username, so they can log in locally at home and add a printer. At work, the laptop would work as normal if they log onto the domain. The advantage of a different local username is that username can be excluded from the domain so they would not accidently access network resources logged in locally. That way you can keep the admin password to yourself, they can still install a printer at home, and your gpo could be maintained.

While the person is plugged into the domain, someone as a domain admin will have to give them local admin privileges (right click My Computer, Manage, Local Users and Groups, Groups, right click Administrator, add their domain login to the admin group) Windows will cache their login and allow them to get on from home and they will have local admin rights without having the local administrator password.
