allow USB pen drive to install drivers?

I want to allow users to use usb pen drives on client machines (XP Pro). The pen drives auto-install the drivers but current group policy (w2K) does not allow my users sufficient access rights to install the drivers. Can I give users limited rights to install usb drivers through group policy so I do not have to manually add power users at each client computer and can I do this without compromising security (eg I do want users to have free access to the C drives)?
