allow "everyone" full control - How To in XP HOME??

I am trying to allow full control to a folder: c:\config.msi. I was given advice to do the following:

Right-click on the Start button and select Explore.
Open the Tools menu and select Folder Options.
Under the View tab, in the Advanced Options box, uncheck the box that reads "Use simple file sharing (Recommended)".

I now realize this only works with XP PRO - I'm dealing with an XP HOME machine.

The properties of config.msi has the "read-only" box checked. Each time I remove the check box, it automatically resets it back to "read-only". Without getting the "read-only" property off of this folder, I cannot TRY to get Norton Internet Security reinstalled.

Any thoughts??

Here is my post from the Norton forum, I had no replies, assuming I was not clear with my issue, or there are no suggestions for a fix with this issue.
I have found one possible solution that I'm trying, but without getting that 'read only' attribute off of the config folder, I'm not able to even try it.

Issue: began with Live Update would not update the virus def files. Uninstalled/reinstalled Live Update - still would not update virus defs. Downloaded a book of tech advice from Symantec - nothing would cure issue. Final solution - uninstall Norton Internet Security and reinstall.
Brings me to the issue now that the install fails.
Steps I've done:
1) Uninstall Norton Internet Security from add/remove programs
2) Tried to re-install, it fails when installation files copy to the "config.msi" folder.
3)Downloaded and ran the "Windows Installer Cleanup"
4)Rebooted pc
5)TRIED to reinstall, receive the following error message box:
PRIVACY CONTROL
c:config.msi/2493e.rbf

I'm stuck - when it was installed the defintions would not update, now that it's uninstalled, it won't reinstall.

ANY suggestions would be greatly appreciated!!

Also, you are telling me that I can boot in SafeMode, set my security - if that works for me, will I need the tools that was suggested by you & firewolfrl?

The answer to that part is NO.

In a DOS prompt you could try the Attrib command to change your READ Only property for the file config.msi. Problems may arise if as your "c:config.msi/2493e.rbf" suggests config.msi is a folder rather than a file. In that case (in XP) read only properties have a completely different meaning than to 9x systems of old.

For future reference, (I believe) there is a program on the Norton CD to assist in removing "difficult" un-installs.
