Allow only one number to be dialed?

I have a client with a BCM 400 and they have a bunch of phones in their garage area for their mechanics. Currently, each of their phones does not have any Line Pools setup on the Line Pool Access on their extension which essentially makes it so they can only dial internally. This was a requirement as they did not want the mechanics to be able to dial outside.

Now they are asking to be able to dial outside but only a specific set of numbers. I've tried playing around with the Restriction Filters but this is the opposite of what I'm trying to achieve. Is their anything in the system that would allow me to set a bunch of extensions to only dial out a specific set of phone numbers?

Leave the restrictions in place and put the numberes you want them to be able to dial in the system speed directory and check off the bypass restrictions box.
 
Thanks telcodog but I already tried that too. I get the same message as when they try to get an outside line, "Denied in admin". It seems if I dont give them access to a Line Pool, they just cannot dial outside.

Should I give them access to the line pool but then put a general Restriction Filter on?

Give them access to an outgoing line pool & than build a restriction filter that denies any outgoing calls & than build the numbers that you want these people to be able to dial as exeptions in the dialing filter.
