Allow only FTP or SFTP

hello linux masters. am a noob in linux so please bear with me.

i have a particular windows 98se machine connected to a linux server that needs to have access to FTP only. i understand that i just need to allow port 21 of that box and block the rest of the ports to get through the proxy. problem is i haven't got the slightest idea what to do or where to dig up. would anyone care to please show me how to do this (in details if possible)? am really a beginner when it comes to linux server management so i hope you'll understand my side.

1. FTP requires 2 ports for communication.
20 - Data Port. Uploads/Downloads happen on this port.
21 - Command Port. FTP commands are sent through this port.

2. How does your Win98se, FTP server & proxy connect to each other?
