Allow local & require acct code for LD

How do I setup to allow local calls but require an account code for long distance calls?

Can I allow 800#'s without the account code?

Can I setup speed dials for LD numbers that will allow the call to go through without having to enter the account code?

usaully the service provider has them enter the code, not the phone system.
