allow apps on local drive to run

I have a situation where I need a cgi script to run an application on the server. The cgi I have has no problem running apps in the Winnt folder but I can't run applications in other locations of the disk. Are there any configuation issues with apache I have to address to allow other applications to be accessed..ie c:\generator 2\generate.exe
