Allow Active Content in Internet Explorer 1

When I open html files that contain Javascript on my pc, I get the following message:

To help protect your security, Internet Explorer has restricted this file from showing active content that could access your computer. Click here for options
How do I eliminate this message?

I have IE 6.0.2900.2180_sp2_gdr.090206-1233

Go to Tools, Internet Options, Advanced tab, scroll down to the Security area, and select 'Allow active content to run in files on my computer'. Also, please realize that setting this option will increase your potential exposure to an malware that might be 'active content running in files on your computer'

I've been puzzled and annoyed by this for months.
