Allocating Quota for Multiuser env

Hello,

I am working in a multiuser env and we always face an issue of FS full due to some users using more than allowed space.
I am searchign for an option to set the Quotas for all users. I checked quota command also but that needs ROOT priviledges and we do not want this since the request for changing the limits will be very frequent and
Root will not be able to do it so frequently.

Kindly let me know how can we do this without ROOT priviledges.

Look at sudo for allowing non root users to run root privilege commands.

However I'm somewhat bemused by

Will the changes really be that frequent? What are your sysadmins doing that makes them so busy they can't adjust the quotas from time to time?
