I'm currently studying for my MCSA certification & at my class last night the teacher mentioned that it is possible to allocate memory resources for specific networking purposes although he did not have time to cover how to do this.

Could anyone advise me on how to do this through windows server 2003?

You might want to check in on one of the windows server forums here instead of the Sniffer group.
