All Tasks lists only Distribute Software and Resource Explorer

I have a problem that is described in Q227029. Briefly, when I create a custom query, I do not get any options other than Distribute Software. If I include the ResourceID property as a display field, I will also get the Resource Explorer option. I am running SP 3 and it doesn't seem to have made any difference in the problem. Premade queries work correctly and if I build a collection from a custom query, the collection works correctly.

Any thoughts on what might be a next step? This is a new sms site server on an pre-existing site and it's running SMS 2.0 SP 3 and SQL 7.0 SP 1. This has been baffling me.
