All phones beeping intermittently

What is showing up in call status at the time? If the beeping is actually dial tone, or the phone going off hook and on hook, I've seen an incomplete paging call make the phones go off hook for a while. If a user starts a page call and then immediately hangs up, the phones programmed for paging will do this.
