all page internal and external 1

Have an IPO 500v2 R8.1 just moved and now needs external page to work when all page internal is dialed.
Installed Viking PA-2A to analog port and programmed as page port. Created short code as "*71 dialpage 202 0"
Dialing *71 works fine but when I program 202 into the all page group, I get no external. When I dial 202 I get busy but *71 works. Have pwr cycled unit still not working. Any feed back would be great.
