ALL option in HTML is not returning correct data.

I have a chain of two fields. WHen I make the second field "ALL" as an option, it should only return the values relevent to the 1st field, however it returns all values found.
How do fix?

More details, the drop down for the ALL option field gets populated correctly, but when the *.fex runs, it pulls all data for that field.
