All NDR's go to Admin Account

I am having a problem where all of my NDR messages from my users are going to the Administrators account. If user betty gets an NDR that her message fail, she does not receive it, the system administrators account receives it. How do I fix this?

Is there any journaling or transport rules in place that have set this up?
