All internet programs no longer work

I'm setting up my old computer (Win 98) for my mom to use the internet however I cannot get any program that accesses the internet to work. I can make a DSL connection no problem and it shows ul/dl activity however when I run IE for instance, I get a "Cannot find server" error no matter what URL I attempt to access. The strange thing is that when I ping the primary DNS that the computer is assigned, it times out. However, when I ping another known IP address, it works as it should. My own computer can connect to the internet ok so its not a down ISP. The computer is not on a network, firewall is uninstalled, no viruses found, network cable & card work properly. I attempted to re-install IE using the installer however when it attempted to access their download site, it errored out citing possible proxy setting errors. I was able to install Opera and it cannot connect either.

Any ideas what the problem might be and how to fix it?
