All internet programs have to retry several times before connecting

I recently moved and set up my computer again, and now every program cannot connect to the internet on the first try.
At first, I thought the culprit was just Internet Explorer. Every time I tried to access a web page, whether from the address bar, or any link, it would pull up the 'Cannot find Server' page, and would only connect after 2 or 3 refreshes.
Actually, it was acting very odd, and still will, if I allow it. While I had the 'autosearch' part enabled from the preferences, I would type in something like ' it wouldn't find it, and would end up giving me ' in my address bar. I thought this looked something like spyware, and tried Ad-Aware and SpyBot, but nothing helped.
After disabling the 'autosearch' on IE, it stopped changing what I had in the address bar, but still would not be able to connect without retrying a few times.
So I downloaded Mozilla Firefox; but that had similar problems with connecting. Then I noticed that every program that would try to access the internet - installation programs, Outlook, Windows Media player, etc, would need to retry to connect a few times before it was made.

I've tried everything I know. What's going on?
 
I don't know if this would help. Are you using a router? If yes, maybe it has been configured to connect "on demand"? Try to make your DSL connection into a permanent one by disabling the "on demand" checkbox, save the configuration, and restart the router.
