All Instant messaging options are grayed out

I've got a user I'm trying to enable IM within Notes but all the options for IM are grayed out. Even when I try and "check" the IM bar on the status bar prefs it still will not show up on the status bar. I've entered his chat server and all ports are pointing in the right direction. Any thoughts?
