ALL INDEXSPACE BUFFERS IN USE.

I am populating Sybase IQ from Sybase 11 server.
And as it builds the index sets. it reports an error stating

-- An error occurred while processing your request:
All Indexspace buffers are in use, ask your DBA to increase your buffer counts.
