All inbox mail going to junk mail folder

I had a connection problem with our ISP last week we use pop3 for email all mail I receive is going to the junk mail I deleted all of my junk senders but when I apply the rule everything goes to the junk mail I can turn it off and everything goes to my inbox I have deleted all rules but the junk and the same thing still happens any ideas would be appreciated
 
OE, Outlook, webmail?

check your isp filters. verizon requires you to go to your webmal account & change the junk mail filters, maybe your isp has something similar.
