Go to Control Panel -> Display Properties -> Appearance Tab and click Advanced. Check each entry to see if any of the font sizes are larger than normal or if stuff is bolded that shouldn't be.
However, ar you sure it's not just ClearType (the worst invention ever IMO lol)? In IE7 you can turn this off by going to Tools -> Internet Options and then going to the Advanced Tab. Untick "Always use ClearType for HTML" in the Mulitmedia section. Not sure about Firefox or Outlook though, sorry.
Actually Windows XP itself has always supported clear type - it just needs turned on if you want it. There's a Windows XP Powertoy you can download that will enable a control panel entry to enable ClearType as well as tweak it's appearance. If that's the case with what you're seeing in IE7 (anybody), by all means get this powertoy and tweak the system so cleartype looks better (harsher or less harsh).
I saw a user whose XP was all in purple type.
After futzing around a while I discovered that uninstalling his Beta Live Windows Messenger resolved the issue immediately.
