all files wiped after delete???

In the readme filef for pgp 7.0.3, it says the following:

"Automatic wipe upon file delete. Users now have the option of having files automatically wiped as soon as they are deleted. On Windows systems with the Recycle Bin enabled, files are wiped once they are "emptied" from the Recycle Bin."

Is there a way to access this "option"???? Is there a way to prevent all my files from being wiped after being emtied from the recycle bin?
