All Connection refused

I have a File Server, Windows NT server SP6a with Norton Anti Virus 7.01, that doesn´t backup.
Error:

NTSERVER:All 5 retries attempted Oct 21 01:22:27 BACKUPSERVER.site.company.se: * NTSERVER:All Connection refused Oct 21 01:22:27

When I have made a complete re-installation and restarted the server, I can make a manual backup and one regular scheduled backup goes right. But then it fails again.
I do the same installation again and reboot. But still after one night it can´t make a connection to the file-server.
What should I do?

Is the server entered in DNS?
Are you using a host file on the server?

In any case, you have to make sure both machines can use all names for each other, alias ans FQDN.

Both Backup-server and File-server are entered in DNS and
can use both host-name and FQDN.
