A customer called our main line and heard "All Circuits Are Busy" message, and then dial a second time and got through. Is this a provider (AT&T) issue or phone system issue?
If you have analog lines then it is a carrier somewhere between you and the caller. If you have digital lines it could be PBX or a carrier somewhere between you and the caller... If it only happened one time, I wouldn't lose much sleep over it.

Thanks for your reply. I had just talked to AT&T and they said it has to do with the call volume in our area, not specifically our T1. We have a digital line, T1. Does the MERLIN PBX have message like "All Circuits Are Busy"?
Those types of announcements come from CO and network switches, depending on the condition of the PSTN. They usually have a signature on the end that may provide some info indicating where the call stopped or was blocked. Each carrier or provider may have their own type of signature format, for example: AT&T uses 714-95T, or The Telephone Connection uses TTC-SW01.
It does not matter what kind of lines you use on your system.
In the Northeast, Verizon and Fairpoint Communications (old New England Telephone) supply "tags" on the recordings that are generated by tandem switches. Announcements generated by end office switches do not contain any tags.
