Aligning Layers with DIV tag around body

I am having the darndest time getting my new navigation bar to work on my companies website.

The problem is that the layer keeps moving around depending on what size the browser window is.

please view pfastship.com to see what I'm talking about.

Is there any easy way to fix this so it will appear in the proper position in any window size?

 
well there's no way I'm going to plough through the mass of DW auto-generated code.

so a guess is the menu is positioned absolutely and the rest positioned relative.

OK so how would I set the layer to relative? Do I need to make the left and top a percentage? How does that look?
 
well somewhere in that lot, will be a <div> or 3 with position:absolute; in the style sheet and you will need to put those back into the document flow so it becomes part of the document again.

position:absolute removes the element from the document flow so is ignored (effectively) by the other elements
