For mathemtaically-defined intervals (ie: one tick every x degrees around a circle), I draw the first one inside the circle (having created guides in Corel 11...Corel 12 allows you to snap to quadrants and edges insanely easily). Then having used my handy-dandy calculator to figure out where the next tick would be, I place it next to the first. Then without doing anything further, CTRL-D will place another duplicate with the same spacing along the inside of circle. You can potentially hold down the dupliacte function and watch it draw ticks all the way around the inside of the circle.
If this is too tedious yet or not precise enough, the above post was very good - create the four ticks at 12, 3, 6, and 9 o'clock. Group those four objects and rotate them on increment (by it one degree or ten), then continue to duplicate once that one is placed.
Remember - to automatically duplicate rotational increments, you have to press CTRL-D after adjusting the first object, without touching anything else first.
