Algo 8180 sip ringer doesn't register

Hi All;
I have been following the knowledge base application notes but am not having any luck.

Created a user and Sip extension.
the extension does not appear in system status.

programmed the Algo and am able to ping it on the network.

System monitor keeps showing "forbidden" and Reason: Q.850;cause=21;text="Call rejected"

How do I get the extension to appear in System Status (I'm pretty sure that's my main issue)?
