I am trying to setup an alert when the sql services has been stop/started. . but I can not find a error or information to use for this alert. does anyone know how I can set this up.

thank you

Startup is easier. Setup a job to email you, and set it to run when the sql agent starts. As for when the server stops you'll need to have something outside of SQL monitor the job status or the listener on port 1433 and have it send a message when there is a problem.
