Alert Service question

I'm new to Sharepoint, so excuse my inexperiencedness.

When using the alert service, will that return a list of the sites/lists that you want alerts for, or only the alerts that have actually been generated?
 
When you create an alert for a document library or a list, the setup page gives you the option to include the item in "My Alerts Summary". If you check that box, a web part by the same name will appear on your personal home page, showing every alert that you have set and that you have marked for the Summary.

Yeah, but I'm working on a standalone client. I can't get it to pull my alerts via the web service. It keeps returning an empty set. Even though I have alerts listed in the webpart you mentioned.
 
What's the WSDL for the web service?
