Alert Notification only be sent to one user!

Whenever I create an alert task that contain many users in the "assigned to" list, the alert notification worked well but it only sent alert to one user on the list, the others received no alert at all.
I'm so confused, don't know what is the problem and how to fix that? Could anyone help?
Any advise will be greatly appreciated!

Did you try creating a Group and use that for the Alert instead?

It may not be feasible but maybe.

No, I didn't create any group that use for Alert, just only use Active Directory users for all the Sharepoint Sites!
