Alarm Clock ActiveX Control - Embed Audio File

I'm building an alarm clock control inside an ActiveX control. I'd like to know the best way to embed an audio file inside the project (thus the OCX file) to be played as the alarm, and the best way to play it on any version of Windows without requiring WMP (so long as it supports ActiveX it should play the audio)

Also, to be a little more specific, I'm building this ActiveX control to embed inside a Windows Desktop Gadget - which is HTML based with IE - but can also be used in C# for example.

Best I can think is embedding the sound as a WAV file resource, and then playing the resource.
