alarm circuit btw 11c & mini-carrier

Hello,
has anyone configured a 2-wire circuit (for alarms) between an 11c and a mini-carrier remote (connected by T1)?

The main cabinet has both Analog and Universal trunk cards.
The mini-carrier only has a Universal trunk card.

I need a "dry pair" between two sites (15 miles apart) that only have the T1 between them. The pair will be used for a Motorola Spectra TAC Comparator. It selects the best radio signal to use when transmitting between the sites.
The line can be a "Type 5" or "3002", (no dialtone).

All comments welcome.
