Alarm browser not working

I have a release 3.7(400) that I had the alarm browser working but now all it does is say polling. In the alarm manager I changed the maximum number records to 100 then back to 0 and thats when this problem started. I go into the service manager and change the staus of alarmsvr and all it says is stopping and it just stays like that till I do a restart and then I still can't get the banner to work.
