Alarm 42-0 Nortel System

Every once in a while I recieve "Alarm 42-0" which is:
"The long term alarm threshhold has been surpassed in the DTI for the detection of loss of frame and most likely irregularity with PSTN connection" WHAT DOES THIS MEAN..HOW CAN I FIX ??

You had a loss of frame from the service provider. If your T-1 is not working contact your service provider. -0 means outside of the system..

we had a problem like this with the CO ...
the real problem ...
another jumper cable was occasionly touching the t1 cable and with the battery induction the t1 was going down on and off
