AIX and Create Index of 200 million row table

I have an AIX box and Oracle 9.2.0.1 I am trying to create an index from this. During the RUN it doesn't max out my CPUS. 8 of them hover at about 40% and the other 8 are almost idle. I would like to get this to load as fast as possible. I am also watching the disks and they are running at about 40% (High End SAN). and are not saturating the HBA. Any ideas to get this to take advantage of all resources would be greatly appreciated. I have all CPUS / MEMORY (16 gig) and DISKS assigned to this LPAR and it's the only thing running.

what about the PARALLEL DEGREE in your CREATE INDEX statement?
 
What version of AIX are you running and at what maintenance level? Please also send the output of the following commands:

df -k
lsattr -El aio0 (that's a zero on the end)
ioo -a
vmo -a
lspv
