AIX and Create Index of 200 million row table

I have an AIX 5.3 box and Oracle 9.2.0.1 I am trying to create an index from this. During the RUN it doesn't max out my CPUS. 8 of them hover at about 40% and the other 8 are almost idle. I would like to get this to load as fast as possible. I am also watching the disks and they are running at about 40% (High End SAN). and are not saturating the HBA. Any ideas to get this to take advantage of all resources would be greatly appreciated. I have all CPUS / MEMORY (16 gig) and DISKS assigned to this LPAR and it's the only thing running.
