AIX 5.3 VS log that tells what programs have been run.

I have been doing some searches/research and have found some different audits but they need to be turned on and based on what I've read I am not sure that it would give me what I want. I was wondering if there was anything that by default would give me this information on 5.3?

I know that a user's .sh_history does show some information but I have to string each one and it does not go back far enough. On the system in question there's about 400 users.

Do you need to know all commands that have been run by any user in general or are there only some specific commands you really need to know about have been run ?

In the second case you could use tripwire ...
