AIX 4.3.3 MySQL extremely slow

My mysql is extremely slow. It is not the CPU, but I am getting this from VMstats. Can anyone please suggest if the high number of faults so sy indicates a specific problem?

Looks like the system needs memory tuning or more memory.
Little free memory, lots of paging in and cpu waiting for 36% of the time, on the paging no doubt.
