Agree to Sales Policy Before Ordering 1st Item?

Does anyone know if it is possible to require the customer to view and agree to the sales policy before adding the 1st item to his or her shopping cart?

In a sense, yes. You could remove the link "place order without account" and therefore force them to create an account. In the header of the Create Account page, you could say "by creating an account you agree to be bound by our terms of service" and have a link to an off-Merchant page for the TOS. --------------
 
I purchased the "License Agreement" module from modstop.com, quick download and simple to install. Compiled version of Miva recommended.

Now customers need to electronically agree to our return policy before they can complete their order.
