After Transmission Break TCP handshake fails

After a Transmission Break the SYN from Host did not receive ACK . The Port Used By Host was same as before Transmission break
After Resetting the Host a New Port Number was used By Host and SYN/ACK succeeded .
Any Ideas why the session could not be Re-initiated with the old Port Value? (Port on Server remained same)
