After Print Failed All Network Connections Fail

I have a problem where a network printer failed. this in turn has had a knock on effect with other applications ie Word, Excel , Email (Outlook Express) all Fail. We have restarted the print spooler on the local machine and on the server. This has had limited success but now anyone who had that printer installed cannot access there printers and faxes in the control panel and have only intermittent access to applications such as word. In case of the local print spooler being restarted on one occasion one print to the device was successfull! Any one got any ideas?
