After moving toolbars in Outlook 2003, doesn't save my config

In Outlook 2003, I open a new email. I drag the toolbar with the save button on it from the top of the email to below the subject line. I then close out of the email, close outlook and then reopen outlook. It doesn't save the toolbar to the new location where I moved it.

How do I get it to save the new location I move it to?

When closing out of the email are you using file >close and when closing out of Outlook are you using file ->exit?

A lot of times if you use the X to exit after making configuration changes the changes won't hold.
