Adwords - DKI and dynamic landing pages. 1

Help please?

I'm thinking of using DKI for suburb names, so that suburb name will appear in Ad.
Also, I'm thinking of using it in the destination url with each suburb having individual landing page (LP).

A few questions:

1. Is it worth having superficially individual LPs? They will be 99% the same, with individual suburb name appearing just a few times in the body text, plus title, meta tags, etc. When I say, is it worth it, I mean from the relevance value of linking KW, Ad & LP. Particularly keeping in mind the artificiality / superficiality of just the suburb name difference in LPs.

2. Anyone know if there's anyway to dynamically load the suburb name into the LPs, while using DKI (meaning I could use one master page, instead of 700 different LPs).

3. Any ideas of better approach?
