Advise needed for cost efficient telephony

I have been asked by a Non-profit orphan's organization in the US to help them downsize. There are only two employees and they will be closing the centralized office to work out of their homes. I need to find a telephony solution for this move ASAP.

Here are my goals:

1) find the cheapest solution
2) keep the current phone number
3) have some type of voice mail system
4) multiple box voice mail would be great
5) have these workers be able to call in or log on to retrieve the voice mail

They are currently using ip phones and have been for 8 years

What are my options? and your recommendations?

do they need phones in the office at all or would they like phones from home? THis may be a solution for a hosted PBX.

They are closing the central office. They will only be using phones from home and are open to using cell phones to call in to get their voicemail.
 
like kwing said, this looks like a great solution for a hosted PBX.
 
If they are currently using IP Phones could they not do the following?

Install Phone system in one persons house, this person gets high speed and the existing phone line. second person gets high speed only and uses IP phone.
Or
Port the phone line to one person, and the other gets a regular POTS line. I think many Telcos offer a multiple mailboxes.
 
Hosted solution is the best fit. All the same funtions as a IPBX, unlimted calling, number protability efax..plus more.

Depending on the provider, you are looking at $29 to $41 per line.
