I want to add sql server to a new web server.

Q1. Does standard edition come with the enterprise manager so that I can use DTS services and agents?

Q2. Can I just order the standard with the 5 CALS? Internet users count as 1 user (IUSR) and I only have a couple of site users.

Basically, if your making the database accessible on the internet, you'll want to purchase a processor license. And yes, standard does come with Enterprise Manager.
