Advice for Newbie Web Designer?

I am a total novice at web design. I do not know C, but have been using Visual Basic for years. I have been given the task of design the following web-site:

1)A series of PDF files will be loaded to the server on a daily basis.
2)A client accesses the site and is required to enter his login name and password to gain access.
3)Once he has gained access to the site, the client may look/download only those PDF files based upon a control file which contains the names of those files he can look at.
4)The client may not see any files not in his control file.
5)Those are the essential elements.

My question, assuming the above is doable, is which web-design program to use (bear in mind that I am a novice at web-design, but a veteran of VB programming)?
