Advertisement problems

I am having 2 problems with advertisements - 1 on NT, 1 on Win9x.

NT - after a program is run via an advertisement, if a different user logs into the PC, APM states there is a new program to run. The Program is set to only run for the first user who logs on.

Win9x - everytime the PC boots, it states there is a new program to run, even after the program has run. This is independent of the logged on user.

I have install SP2 on SMS 2.0.
